New Reayrtys whitepaper launched - Towards Strategic Autonomy or Greater Dependency?

The first publication from Reayrtys has been launched this week, as part of a submission to the Tynwald inquiry into the Island's constitutional arrangements.

The whitepaper, Towards Strategic Autonomy or Greater Dependency?, reviews the Tynwald report on the Island's constitutional objectives originally published in 2000. Our whitepaper reviews the changes that have occurred over the past 22 years on the Island, in the UK and wider geopolitical environment and sets out the implications these have had on the Island’s current situation.


It also identifies and explores some of the gaps or assumptions made in the original report. It concludes with seven core recommendations to help the Island move forward and seize the opportunities afforded by our current status.


These recommendations are:

  1. Conduct an independent review into all available routes for further constitutional reform for the Island

  2. Explore options to boost the Island’s international affairs strategy

  3. Define the opportunities for the Island in the post-Brexit environment (economic, political, cultural, educational, etc.)

  4. Define and quantify the tangible benefits of ‘Manxness’ and national identity

  5. Determine opportunities and benefits for a Manx Citizenship

  6. Continual evaluation of the benefits of greater autonomy for the Island

  7. Engage the Manx public in constitutional reform


Through these, we aim to create a pathway for a more stable and longer-term strategic vision of what a prosperous future for the Isle of Man looks like and how it can get there.


We will now continue to explore the seven areas in greater detail through further research, policy development and sharing best practice from other comparable countries.


We have submitted the whitepaper to Tynwald’s Constitutional and Legal Affairs and Justice Committee as part of their ongoing inquiry into the Island’s constitutional arrangements.
